What agreements are in place for our two immediate neighbors, Mexico and Canada? I’ve never read about such agreements being in place—perhaps they are.

There is this “arrangement” in place, PACIFIC NORTHWEST EMERGENCY MANAGEMENT ARRANGEMENT that has participation from NW states and Canadian provinces. Don’t tell the Feds, they may want to put a tariff on it in exchange for…who knows what?
