Once again it is about issuing a timely warning, especially when the disaster leads to hundreds of deaths.

The factors include people being responsible for the warnings having no emergency management experience and other senior leaders not paying attention to the threats being warned about. It is not just another “day at the office” when disasters strike.

Previously seismologists in Italy were accused of not providing sufficient context and “warning” for the potential for an earthquake—that then did happen. They were tried!
