Victim is not a popular word in the disaster terminology these days. A past Federal Emergency Management Agency (FEMA) director changed the title we give to people impacted by a disaster and live, to “survivor” rather than victim.

There have been others and there will be more to come. Rising seas, sinking land, and more storms will claim more houses that are too close to the ocean. I can’t see how any of these homes can get property insurance, so they better be paid for already, or you have the financial resources to weather their loss.
For those homeowners who think it wise to try restoring the beaches in front of their property—that is a losing proposition. Just one storm can wipe out millions of dollars invested in beach restoration. And for most homeowners, they want government to pay for the effort.
