legislative news on hazard mitigation and fema

FEMA LEGISLATIVE UPDATE - Senate Appropriations

Posting this at the absolute WORST time...Sunday night at 8:30PM.

#Senate Appropriations released legislative language related to #DHS funding. The #House already did their work, so there is a chance that they will reach agreement. Thanks to National Emergency Management Association for keeping folks apprised.

The short version:

 - Lots of stuff that was cut gets restored and stuff like EMPG gets boosted a bit.
 - They direct #FEMA to maintain agency workforce (FTE strength)
- They demand a restoration of the Building Resilient Infrastructure in Communities program.
 - They urge the implementation of #NFIP TMAC (Technical Mapping Advisory Council) recommendations.
 - They encourage the simplification of requirements for local hazard mitigation plans.

I'm just focusing on the #Mitigation stuff here. It is also important to recognize that failure to reach agreement with the House and to instead proceed with a Continuing Resolution means that this stuff wouldn't be implemented. Also, this doesn't have anything to do really with the reform efforts that would need to go through the Authorizing committee (Homeland Security).

All of that said, this is extremely heartening to me. This is a true bipartisan consensus on the importance of the emergency management function in general, and mitigation in particular.

Also, we SHOULD simplify HMP requirements ;)
